There are workshop add - ons that exist that make the bot A.I smarter & teleport MUCH less often . It CAN be done by Valve to improve the bots , since the workshop V.P.K files are coded for Source engine . But I doubt they would take the time now to officially improve the bots for the official dedicated servers .
